Each school administrative unit (SAU) must administer the LUS to the family/guardian of every student, pre-Kindergarten through grade 12, enrolling in the SAU for the first time.
The LUS must be included in the SAU’s enrollment packet or online enrollment system. The purpose of the LUS is to identify potential students who are multilingual learners. The Multilingual Learner Identification Decision Tree provides guidance on its use. If any question is answered with a language other than English, the student must be administered an English language proficiency screener. Please see Multilingual Learner Identification for information about the required screeners, training, and identification thresholds by grade level.
Title I, Part C is an educational program that supports migratory agriculture and fishing workers and their families to minimize the potential impact of family mobility on school success. The Maine Title I, Part C – Highly Mobile Students Program provides the following Eligibility Screener to all Maine SAUs to help locate families that may qualify for related services. Families can elect to complete this form in their primary language.
Each SAU is responsible for sending out a Title I, Part C Eligibility Screener for every student to complete every year as part of their school enrollment packet.
If all three (3) questions are answered "Yes," a copy of the screener is sent to the Maine DOE and kept on file in the student's records. Schools should shred forms that are answered "No." The local Title I, Part C Program Coordinator will follow up with all families for whom a screener is received to further determine eligibility for Title I, Part C and provide supplemental services based on each student's individual needs.
