Public Health Emergency Preparedness (PHEP) protects the lives of people in Maine from natural or man-made public health threats or emergencies. PHEP strengthens the ability of health agencies and partner organizations by facilitating key tasks needed in times of a public health emergency. PHEP is responsible for development and implementation of public health emergency planning and coordination of emergency resources in the State of Maine.

FEMA SID
FEMA Student Identification (SID) number is a unique number generated and assigned to anyone who needs or is required to take training provided by a FEMA organization. Your FEMA SID uniquely identifies you throughout the FEMA organization and all of its agencies. The goal is for your FEMA SID to serve as your personal identification number instead of your Social Security Number (SSN) in support of FEMA’s effort to decrease/cease the use of SSN for identifying and tracking individuals.
Why do I need a FEMA SID?
A FEMA SID is required to register for and participate in any training provided by FEMA. All FEMA training providers’ registration systems and enrollment procedures require a valid FEMA SID. This includes all TEEX and RDPC courses. The FEMA SID will serve as your unique identifier and be used to maintain the record of FEMA training you attended.

All Hazards Emergency Operations Plan
The Maine DHHS/CDC All Hazards Emergency Operations Plan (PDF) establishes the emergency response framework which will guide Maine CDC as it activates to protect the health, safety, and well-being of Maine people in areas impacted by a public health emergency or disaster. Functional Annexes describe how the basic emergency functions will be managed. Hazard-Specific Annexes describe management functions that are unique to specific hazards.
