Foundational Plans

EOP 2026 - Base Plan
The primary framework for state-level emergency management. It defines how State Government interfaces with local, county, tribal, NGO, and federal partners during a disaster.

EOP 2026 Annex A - Hazards and Threats Risk Assessment 
Provides the comprehensive Hazard & Threat Risk Register, outlining potential impacts, trigger events for activation, and assigned agency response actions.

EOP 2026 Annex B - SEOC Procedures
The complete guide to the State Emergency Operations Center. Contains full facility operations, activation levels/procedures, the SEOC safety and security plan, and continuity of operations (COOP) protocols.

EOP 2026 Annex C - Hazard & Threat Response
Contains the comprehensive threat response strategies covering Summer Weather Extremes, Winter Weather Extremes, Hurricanes & Tropical Storms, Flooding, and Drought.

EOP 2026 Annex D - Cyber Incident Response
Details state coordination and response structures for cyber incidents, integrating federal resources like CISA, MS-ISAC, and the NIST Cybersecurity Framework.

Details the state's coordinated response to incidents involving the release of radiological materials, outlining protective actions and resource mobilization.

EOP 2026 Annex F - Continuity of Operations
Identifies contingencies to ensure essential government functions can continue during and after an emergency. Includes procedures for relocating personnel, protecting vital records, and maintaining communication systems.

EOP 2026 Annex G - Evacuation
Provides guidance and procedures for the safe and orderly movement of people from a threatened area, covering topics such as evacuation routes, transportation resources, and shelter management.

EOP 2026 Annex H - Search and Rescue
Outlines the coordination and deployment of state, local, and volunteer resources for life-saving urban and wilderness search and rescue operations.

EOP 2026 Annex I - Fatality Management
Details procedures for the compassionate and respectful handling of deceased individuals following a catastrophic event, including responsibilities for victim identification, morgue operations, and family assistance.

EOP 2026 Annex J - Distribution Management
Describes the process for receiving, staging, and distributing critical supplies and resources to affected areas through coordinated supply chains and logistics.

EOP 2026 Annex K - Coordination & Administrative References
Provides the foundational administrative guidelines for supporting the inclusion of Tribal Nations, Maine National Guard, and Voluntary Organizations Active in Disaster (VOAD) into MEMA-led disaster responses.

Maine State Statute: Maine Emergency Management Agency
Title 37-B, Chapter 13: Maine Emergency Management Agency, is the governing statute for MEMA and contains additional guidance for local emergency management. Planning requirements are driven by the language in §783.

Title 37-B MRSA §783, specifying requirement for local jurisdictions to prepare and keep current emergency plans in accordance with risk assessment and planning guidance issued by MEMA.


State Emergency Operations Center (SEOC) Activation Library

Briefings & Meetings

00A - Initial Response & Assessment Briefing
Provides SEOC personnel and key stakeholders with basic information regarding the situation and allocated resources immediately following activation.

00B - Process & Procedures Meeting
Communicates essential organizational processes, reporting timelines, and any necessary deviations from standard SOPs to SEOC staff.

01 - Operational Period Transition Briefing
Acts as the formal changeover point between two operational periods, serving as a final briefing for outgoing staff and the official kickoff for incoming staff.

02 - Objectives Meeting
Establishes, reviews, or modifies the incident and operational period objectives to guide the ongoing response.

03 - Situation & Strategy Briefing
Delivers a comprehensive briefing on the incident's current status and priorities, and determines future needs to develop a cohesive strategy.

04 - Command & General Staff Meeting
Provides a semi-formal setting for leadership to discuss priorities, review current status, and resolve challenges to ensure a coordinated response.

05 - Planning Meeting
Serves as a final review and validation of the drafted Incident Action Plan (IAP) to obtain concurrence before official approval and distribution.
