Ripogenus/Penobscot Mills Hydro Projects, Millinocket
On August 27, 2026, Great Lakes Hydro America, LLC submitted applications for Water Quality Certification pursuant to Section 401 of the Clean Water Act, 33 U.S.C. §§ 1341 et. seq. for the federal relicensing and continued operation of the Ripogenus (P-2572) and Penobscot Mills (P-2458) Hydroelectric Projects (Projects). Federal regulations require the Department to act on this application within one-year, by August 27, 2027.
The Department respectfully requests comments on the application materials by 5:00 PM on November 13, 2026. Please send comments to DEP-Hydropower@maine.gov and reference "Ripogenus Hydroelectric Project" or “Penobscot Mills Hydroelectric Project” in the subject line.
